    PISA pushes domestic shipping amid regulatory challenges

    The Philippine Interisland Shipping Association (PISA) has reaffirmed its role in advancing safe and efficient domestic shipping while addressing regulatory and operational challenges, reports the Manila Times.


    At its General Membership Meeting held at the Manila Golf and Country Club, PISA gathered industry leaders and government agencies to discuss compliance with Maritime Industry Authority circulars, International Maritime Organisation-aligned standards, and the phased rollout of digital ticketing systems. Leaders stressed that clear guidelines and transition periods are vital to maintaining service continuity and passenger safety.

    Issues raised included Marina advisories on landing craft tanks carrying passengers, phased implementation of safety and environmental measures, and industry input on the Magna Carta of Filipino Seafarers. Stakeholders emphasised that regulatory clarity and operational flexibility are critical to keeping domestic routes viable for inter-island connectivity and local economies.

    Tourism Infrastructure and Enterprise Zone Authority General Manager Mark Lapid highlighted investments in ports and tourism infrastructure, stressing the link between efficient shipping and tourism growth beyond major gateways. He urged collaboration between shipping operators and tourism planners to improve port access, integrate vessel services with tourism development, and enhance passenger experience.

    PISA members noted domestic shipping is a natural partner in tourism dispersal, connecting island and coastal destinations that drive regional economies. The meeting concluded with a reaffirmation of PISA's role as a unified industry voice advocating for safe, efficient and sustainable domestic shipping, and the need for ongoing dialogue with Marina and Tieza to balance compliance, competitiveness and national development goals.
