    UAE to enforce 24-hour cargo data rule from next July

    The United Arab Emirates will implement a new Maritime Pre-Load Cargo Information (MPCI) programme requiring shipment data to be filed 24 hours before vessel loading at the last foreign port. The regulation aims to strengthen cargo security and risk assessment, OOCL announced.


    The rule applies to all containerised cargo imported into, transshipped via, in transit through, or remaining on board at UAE ports. All parties involved in handling such cargo must comply.

    Entities required to file include ocean carriers, freight forwarders, and NVOCCs. Direct and master bills of lading must be submitted for non-consolidated and consolidated shipments respectively. House bills of lading must also be filed by freight forwarders.

    All filing parties must register with the National Advance Information Center (NAIC) to obtain a unique MPCI Party ID. This ID must be included in all submissions.

    The programme will go live on July 31, 2025. A grace period will run until March 31, 2026, with a trial submission target set for January 2026.

    OOCL warned that failure to comply may result in cargo delays, customs penalties, or rejection of shipments by UAE authorities.

    Companies are advised to register with NAIC, coordinate with logistics partners, and review internal systems to ensure timely data submission.
