The European Commission is weighing measures to force member states to phase out Huawei Technologies Co and ZTE Corp from their telecommunications networks, reports Bloomberg.

EU commission vice president Henna Virkkunen is seeking to turn the commission's 2020 recommendation against high-risk vendors into a binding legal requirement, according to people familiar with the talks.

While national governments control infrastructure decisions, Virkkunen's proposal would oblige EU countries to follow Brussels' security guidance. Failure to comply could trigger infringement procedures and financial penalties.
