THE Hong Kong Association of Freight Forwarding and Logistics (HAFFA) has welcomed the measures outlined by the Financial Secretary, Paul Chan, in the 2025-26 Budget, adding that the comprehensive and swift implementation of these measures will help ensure the healthy development of Hong Kong's freight logistics industry, and consolidate Hong Kong's position as an international premier logistics hub.

HAFFA chairman, Gary Lau, stated: "We are delighted to see the government's investment in the port community system, which is expected to be completed by December 2025. This system will effectively connect key stakeholders in the supply chain, enhancing the operational efficiency and competitiveness of the port.

"This HKD215 million (US$27.7 million) project not only brings a competitive advantage to Hong Kong's ports but also lays the foundation for sustainable development, further consolidating Hong Kong's status as an international shipping centre."

Mr Lau added: "The green shipping and aviation measures proposed in the budget, including tax exemptions for green methanol used for refuelling and the establishment of usage targets for sustainable aviation fuel (SAF), are crucial for reducing carbon emissions.

"These initiatives not only respond to global environmental trends but also provide the industry with opportunities for green transformation, which we highly appreciate."

The Association also said it supports the government's plan to establish the Hong Kong Maritime and Port Development Board within the year and the announcement of the development model for logistics land in the Northern Metropolis.

"These initiatives will provide more development space and infrastructure support for the logistics industry, further enhancing Hong Kong's logistics competitiveness," he said.

On the Financial Secretary's mention of developing Hong Kong as a hub for international exchanges in the artificial intelligence industry, Mr Lau believes this is vital for the development of the freight and logistics sector.

"With advancements in artificial intelligence technology, the logistics industry can achieve more efficient operations, including demand forecasting, automated cargo storage systems, and the application of security robots and automated electric tractors. This not only improves transportation efficiency but also reduces costs and enhances the overall competitiveness of the industry."
