    Fall in US scrap paper exports to accelerate on tighter rules

    US scrap paper exports to China fell 30.4 per cent year on year in September as China planned to reject shipments containing more than 0.5 per cent contaminants, a level that the industry considers unsustainable.

    Scrap paper is an important generator of cargo for shipping lines and ports, accounting for 6.2 per cent of US containerised exports, according to PIERS. 

    Despite mixed paper accounting for just 15 per cent of total scrap paper exports, the refusal of Chinese importers to risk fines or loss of operating licenses has already had a significant impact on exports, reported IHS Media.

    Immediately after China announced the ban in July, five months before it is due to take effect, the drop in US exports began and it has accelerated since then. 

    Wastepaper exports to China fell 8.7 per cent in July and 17.2 percent in August, according to PIERS. In the first nine months of the year, shipments to China totalled 566,413 TEU, down from 648,617 TEU in 2016.

    Some US exporters are already getting cold feet about shipping scrap paper to China, but the bigger impact is that Chinese importers are pulling back strongly, said Institute of Scrap Recycling Industries senior director Adina Renee Adler. 

    In its notification to the World Trade Organisation, China stated that effective March 1, 2018, scrap shipments containing more than 0.5 per cent contaminants will be banned. According to Ms Adler 0.5 per cent is not only unattainable, "It's not even measurable".

    Generally accepted standards in most countries range up to five per cent contaminants, she said.

    Since China is the largest market for US scrap paper exports, accounting for 81 per cent of total wastepaper exports to the world, China's actions are hitting the export market hard. Wastepaper exports to all countries declined 20.1 per cent through September compared to 2016, according to PIERS.
