THE plan to raise the clearance of an old CSX downtown Baltimore tunnel to accommodate double-stacked trains was been derailed when CSX Corp pulled out just before a consortium was to apply for a federal grant.

Maryland Transportation Secretary Pete Rah said there would no application for federal funding after the CSX withdrawal.

Mr Rah called the decision "both surprising and incredibly troubling".

The long-awaited project deals with the more than 100-year-old Howard Street Tunnel.

While earlier pleas for federal funding failed, Maryland officials had confidently looked to again apply for federal dollars.

They were seeking US$155 million in federal money to augment $145 million from the state and $145 million that CSX was to contribute.
